Euro-Mediterranean Partnership

The Euro-Mediterranean Partnership (EuroMed)

  • was negotiated largely by Javier Solana in 1995,
  • was an agreement between the EU and a number of Mediterranean nations, and
  • included Israel and the Palestinian Authority.

In the Barcelona declaration of 1995, this statement was made:

The participants express their conviction that the peace, stability and security of the Mediterranean region are a common asset which they pledge to promote and strengthen by all means at their disposal (Barcelona, 27,28 November 1995).

However, EuroMed lost momentum, perhaps due to inadequate funding.  The European Neighbourhood Policy, essentially, is a confirmation or a revival of EuroMed.
