Officially,

• the European Neighbourhood Policy (ENP) commenced on January 1, 2007,
• was created to continue for 7 years, and
• is scheduled to extend through 2013:

The Council adopted a regulation establishing, and laying down general provisions for, a European neighbourhood and partnership instrument for the 2007-13 period. ... The regulation will apply as from 1 January 2007 (Luxembourg, 17 October 2006).

Technically,

• the ENP was executed in the Fall of 2006;
• it was funded on October 17 and established on October 24, 2006.

Israel was the first non-European nation to join the ENP.

Israel has never been willing to make such commitments in writing to any other partner (Brussels, 9 December 2004).
